I would say one (incident) causes the other (accident) either way neither is wanted

Accident: A chance event commonly involving catastrophe,suffering or damage.

 

"The plane's undercarriage collapsed during landing, however the pilot was uninjured. The pilot was the only person aboard the plane".

 

CASA might not agree but I would say it was an Incident.
