Looking at their find an event form, "international" seems to mean the US and Canada. The only surprise there is that Canada is included!

The FAA has the job of promoting flying, unlike our CASA which has the job of promoting safety.

NOPE, the FAA's mission included promotion until the ValueJet accident many years ago - now it is all about safety. http://www.faa.gov/about/mission/There is still much that CASA could take from that however.
