The title after the ac 43.13-1b bit probably says more, "Acceptable methods, techniques,and practices-Aircraft inspection and repair". It's available from Jeppesen or online, it's what you use when the manufacturer does not specify a procedure or process (doesn't produce a manual). It's a very handy document for any aircraft owner/maintainer.
