I think you will find that he is a Lawyer and a alderman (who carries a Gun). His name in Dana McLennon (I think) The video was uploaded to Youtube for Tactical Response. Which is a company in the states that provide Security and Tactical firearm training for civilians. I am guessing the video is filmed at the TR. Hence the side arm.

 

PS- He also comes from Tennesee so he may have a Open Carry Permit- Which means that if he has that, he can carry a side arm in public. Generally it isn't allowed.
