Borrowed from another forum " Private and sports aviation regulation in Australia is an unholy shambles of conflicting and differing regulatory requirements with organizations like GFA and RAAus bought by CASA for a pittance each year when they should in fact be acting for their members. CASA is charged by Parliament with regulating. So do it. The various organization should be consulted and should lobby politically to make sure the regulations are the minimum necessary and are evidence based. The regs must be CASA regs, not rules or quasi regs promulgated by private organisations like GFA and RAAus which can force people to join them. When plane flew higher than 300 feet and over the fence they entered into a whole new world and its costs and complications.

Principle and we should chisel it in stone - we should get that enshrined asap - ignoring ? politics maybe don Ramsey when he gets out on parole - assuming he doesn't pick up a habit - can help - how bout it don or others ?
spacesailor Posted August 10, 2016 Posted August 10, 2016 If the home built or even kit built plane is Not designed to fly in restricted airspace, why should the pilot have to pass the same test as the RAA pilot certificate or higher, just to buzz around the airfield. Similar to all the gliders lining up for their tow, not flying to & from different airports, except when in competition, then they could end up in another country. LoL spacesailor

LoL spacesailor I doubt that any aircraft is "not designed to fly in restricted airspace" this sort of ruling is merely a legal "throw the baby out with the bathwater" type catch all, favoured by our risk averse government bureaucrats. Certainly all aircraft have physical limitations - speed, range, altitude, etc but restricted airspace is not one of them. I take your point about pilot training but favour a continued high standard and hoped for expanded/greater flight privileges in recognition of this.

LoL spacesailor Controlled airspace access requires additional training, examination and testing. No-one on an RAA cert gets it unless they qualify, at the moment by doing a PPL or an RPL with the CTA Endo. In future if RAA Certs are permitted CTA access they will in all probability also need a CTA Endo. If an RAA person just wants to fly around the local area by themselves they don't need an RAA Pax or XC Endo.
