Well, talk to your flying school, it may be that you can't hire your aircraft out for flight training, but it may still be ok for you, the owner, to learn in.

You can learn to fly in a 19 reg if you own it and if the flying school are willing to train you in it. 1

No doubt build quality would vary significantly depending on the individual but they all have to be signed off. The 19 builder rule doesn't apply to cross country training or endorsements so what makes primary training so different. It would make sense to have servicing done by a L2 or above for the period of training and I can understand the instructor having the final say if they fly in any aircraft.
