Admin Posted June 8, 2018 Posted June 8, 2018 May regulatory wrap-up Consultation updates General operating and flight rules (Part 91) Consultation on the general operating and flight rules (Part 91) closed on 6 May 2018. We received 116 responses and have published those that gave permission on our Consultation Portal. All responses are now being analysed to determine next steps and a summary of the results will be published in due course. Frequency use consultation Our consultation on frequency use at low level in Class G airspace closed on 14 May. We received 298 responses and have published those that gave permission on our Consultation Portal. All responses are now being analysed to determine next steps and a summary of the results will be published shortly. Fatigue consultation Responses to our consultation on the recommendations of the independent review of aviation fatigue rules for air operators and pilots have been published. The responses are being analysed before we finalise a position on the new rules, which will include an implementation timeline. The aim is to have key changes in place during 2018. Part 145 post implementation review consultation We published 30 responses to our consultation on the post implementation review of Part 145 of the Civil Aviation Safety Regulations. Part 145, which covers requirements for aircraft and aeronautical product maintenance, was first introduced in June 2011. Read the responses on our Consultation Portal. Announcements Licensing update: additional single-pilot type ratings in Part 141 We recently announced our intention to add more single-pilot type ratings to the list of aircraft type ratings that can be authorised under a Part 141 certificate. To support these amendments we have drafted an instrument to enable operators, currently authorised under Part 142, to continue to conduct the flight training on affected aircraft until they are issued a new Part 141 certificate. Technical working groups Technical working groups will be held throughout June with industry representatives to help inform regulatory work associated with the flight operations suite including Parts 119, 121, 133 and 135. Guidance and advisory material Advisory circular – performance-based communication and surveillance We released an advisory circular to provide Australian operators with guidance on performance-based communication and surveillance (PBCS). AC 91-06 explains the basic principles of PBCS and related flight planning and operational issues. It also includes a compliance checklist. Advisory circular - limited category aircraft – operation We published an updated advisory circular relating to limited category aircraft. Amendments to AC 132-01 v1.1 rectified incorrect information about the scope of a recreational pilot licence and clarified the requirements for approval of modifications to limited category aircraft. Instrument – prescription of aircraft and rating A new edition of the Part 61 Prescription of aircraft and ratings (Edition 5) legislative instrument has been published. Instrument – performance based communication and surveillance We also published an instrument that supports PBCS and the conditions by which an Australian operator will be authorised by CASA to operate on PBCS routes in oceanic airspace. CASA instrument 33/18 sets out the equipment and performance standards and requires operators carry a copy of the instrument and relevant documentation, and include the descriptors for RCP 240 and RSP 180 in their flight plans. Acceptable means of compliance We added a new acceptable means of compliance and guidance material (AMC/GM) for Part 42 continuing airworthiness requirements. This allows you to fit prototype parts fitting for approval of a US supplemental type certificate. The AMC/GM is a single document that provides you with several acceptable was of complying with the Civil Aviation Safety Regulations. Additional sample syllabi We published additional sample syllabi for flight instructor ratings. Sample syllabi are provided to help flying training organisations develop their course material for the transition to Civil Aviation Safety Regulations Part 141 or Part 142.
