Is towing a hang glider with anything normal practice?

I wouldn't of thought so. You can obviously tow with ultralight registered (or at least RAAus) aircraft but I was not aware of any towing of Hang-gliders.

Happens heaps these days.

 

Peter Wilson in Tumut is an expert at it. There is a tow endorsement available for trike pilots I believe, and an endorsement required for the towee.

 

Last nationals I think there were at least 3 tow trikes operating continously.

Yes -the HGFA require trike pilots to have a specific endorsement for towing. Besides trikes, the Moyes Dragonfly is commonly used to tow hang gliders - http://www.liteflite.com.au/

The example I've seen Bob Bailey fly at Rylestone uses a Rotax 582 (65hp) and with an aricraft that light which flies that slow (25kts) it no suprise it's got good towing capacity for HG's.

 

As for maneouverability, definitely yes from what I've seen.
