What can be done about shrinking airports?

Both Perth and Jandakot Airports are Commonwealth land, and the industrial development around both is huge, possibly due to the relaxed planning regulations, and possibly also due to lower property rates the Commonwealth charges, as compared to the commercial property rates charged by surrounding local councils.
