Graham, an aircraft can be registered RA or GA with any instrument combination as long as it has the minimums. In fact you could have a RA registered Jab with all possible instruments on the dash, versus a GA Jab with near nil instruments like a J120. Historically when you are talking GA aircraft like Cessna 152 & 172's, most came with NVFR packages which included AH & DG, but they are not legally required for day VFR.

 

Indeed the pilot of the GA OR RA-Aus aircraft currently needs a PPL to fly into controlled airspace.

 

It does seem silly that a PPL doesn't require you for RA-Opeations as the licence is a higher category.
