I asked the instructor, (Well He actually told me before I remembered to ask!). In our situation you add full power and 'then' retract flap to take off position. Reason being is the strip isn't that long, and it really leaves you without much length left by the time you retract, then add full power... The only thing you have to watch is that you either keep it on the ground until flap is in the correct position, or make sure you have enough speed on so as not to sink back onto the runway, works quite well... The above is for a touch-n-go...
